This is a classic hat made of leather and rabbit fur. It has been long associated with cold weather climates like Canada, Russia and nothern China. Some know it as a "Trooper Hat" because highway police in many regions wear the hat in the winter. Colby from the Survivior TV Show wore one at the tribal council when Roger was voted off.
